Notice of Public Hearing to Solicit Input for Grant Application
Community Development Block Grant Disaster Recovery (CDBG-DR), Commercial District Revitalization (CDR) Grant Program
NOTICE IS HEREBY GIVEN that the Town of Hot Springs will hold a Public Hearing on July 13, 2026, at 6 PM at 43 Andrews Ave N, Hot Springs, NC 28743. The Hearing will be held before the Town Mayor and Board of Aldermen to solicit citizen input in the development of a grant application for the Community Development Block Grant Disaster Recovery, Commercial District Revitalization Grant Program (CDBG-CDR).
CDBG-CDR funds are provided by the U.S. Department of Housing and Urban Development (HUD), administered in North Carolina by the North Carolina Department of Commerce’s Division of Community Revitalization (DCR). The purpose of the CDBG-CDR program is to assist in the revitalization of impacted commercial areas located within State- and HUD- Identified Most Impacted and Distressed (MID) counties. The minimum grant amount for each project is $500,000, and the maximum grant amount is $10,000,000. The DCR has allocated a total of $40,000,000 to the first round of the CDBG-CDR grant program in North Carolina.
The Town aims to submit a first-round CDBG-CDR application to support the revitalization of its primary commercial district following damages from Tropical Storm Helene. The scope of the project is the rehabilitation of the Community Center and the Old Jail building in downtown Hot Springs. The project aims to renovate the Community Center into a functional community and event space for public gatherings, programming, and downtown activation, while the Old Jail will be restored for productive reuse as small business or commercial space that can help reestablish economic activity downtown. The Town will seek the full grant amount ($10,000,000), subject to adjustment.
The Town will solicit community input and stakeholder feedback through an open public comment period. The public comment period will begin on July 13, 2026, and will end on July 27, 2026.
