Why the cell network goes first
Signing up for alerts is the easy part. The harder question is what happens to those alerts when the tower that delivers them loses power, or the line feeding it goes down, or your phone runs out of battery on the second day. In a mountain town, that isn’t a remote scenario. It’s the normal shape of a bad storm. This post is about the backup layer: how to get emergency information when cell service is down and the phone in your pocket has stopped being useful.
A cell tower is a small building full of electronics that needs two things to work: electricity, and a connection back to the rest of the network. Storms take out both. Generators and batteries at a tower site buy hours, not days, and refueling a mountaintop site takes a road that may itself be closed.
NOAA Weather Radio, the piece most households are missing
NOAA Weather Radio All Hazards is a nationwide network of transmitters broadcasting continuous weather and emergency information straight from the National Weather Service, 24 hours a day, on seven VHF frequencies between 162.400 and 162.550 MHz. A receiver costs less than a tank of gas, runs on batteries, and doesn’t care whether your cell carrier is having a bad week.
For Hot Springs, the specifics:
- Our forecast office is the National Weather Service in Greenville-Spartanburg, based in Greer, South Carolina. Madison County is forecast zone NCZ048.
- The primary transmitter is WXL-56, Asheville, at 162.400 MHz. The National Weather Service lists Madison County in its coverage.
- A useful second option is WXK-47, Tri-Cities, Tennessee, at 162.550 MHz, operated by the National Weather Service office in Morristown. Because we sit close to the state line, that signal reaches parts of the county too.
- The SAME code for Madison County, North Carolina is 037115.
Terrain is the catch. Hot Springs sits in a river gorge with ridges on every side, and VHF signal doesn’t bend around mountains. Some homes here will pick up Asheville clearly, some will do better with Tri-Cities, and some will need the radio placed near a window on a particular side of the house.
Here’s a step beyond the basics: program the county code, and test both frequencies now. Most weather radios let you enter a SAME code so the radio only sounds for alerts affecting your county. Without it, the radio wakes you at 3 a.m. for a warning three counties away, and after a week of that most people unplug it, which defeats the point. Enter 037115, then spend ten minutes trying both frequencies from wherever the radio will actually live. Write the working one on a piece of tape on the back of the radio. Doing that on a calm evening is easy. Doing it during a warning is not.
When you still have a phone but not much signal
The Federal Communications Commission and FEMA publish joint guidance on communicating during an emergency, and three points from it are worth committing to memory:
- Text instead of calling. Text messages may go through when a call will not, though delivery can be delayed when the network is congested.
- Limit non-emergency calls. It frees up network capacity for emergency traffic and saves your battery.
- If you see no signal bars at all, turn the phone off. That is the FCC and FEMA recommendation, and the reason is that a phone with no service keeps hunting for a tower it cannot find. Turn it on to check periodically rather than leaving it searching.
They also recommend keeping a corded telephone that doesn’t depend on household electricity, which still works in homes with traditional landline service, and keeping spare batteries, a car charger, and a solar or hand-crank radio that can also charge a phone.
Getting emergency information when cell service is down: the rest of the backup layer
A battery or hand-crank radio for regular broadcast. Local AM and FM stations carry emergency information and often stay on the air with generator power when everything else is dark. Keep one in the kit alongside the weather radio, and keep batteries that fit it in the same bag.
Amateur radio. Licensed ham operators run their own equipment and repeaters, independent of the commercial network, and they’re organized for exactly this. The nearest active group to Hot Springs is the Western Carolina Amateur Radio Society in the Asheville area, and the American Radio Relay League’s North Carolina section coordinates the Amateur Radio Emergency Service statewide. Getting a technician license takes a weekend of study and one exam. If one household on your road has one, the whole road benefits.
A neighbor, on foot. This is the layer that keeps working when every other one is down, and it is the one that needs arranging in advance. Agree now on who checks on whom, and decide where you’d leave a note or a mark if you left the house. Information travels a gravel road faster than you’d think when nothing else is working.
One habit that covers every hazard
A way to get information that does not depend on your phone works no matter what caused the problem, including the disruptions nobody writes a post about. That is what makes it worth the small cost and the ten minutes of setup.
Set the radio up this week and put fresh batteries in it. Then check the date on those batteries every time you change your smoke detector batteries, and you’ll never have to think about it again. Protecting the house itself is next, starting with the equipment flood water ruins first.
